Mr. Kharya joined Central Water Engineering Service (CWES) in 1988 after completing his Masters from MANIT, Bhopal.
He is working in the field of water resources sector since last 32 years in various capacities. He looked after climate change issues pertaining to water resources in India, for about 10 years as Director in Central Water Commission. He has been instrumental in preparing the National Water Mission document. He drafted a document viz. “Preliminary Consolidated Report on Effect of Climate Change on Water Resources” of CWC in 2008. He has also contributed in drafting Handbook for “Flood protection, anti-erosion and river training works” a CWC’s publication and Terms of Reference for “Water Use Efficiency Studies and Preparation of DPR for Improvement of Water Use Efficiency in Irrigation Projects” a NWM Secretariat’s publication. He has been actively involved in the constitution of “North-East Water Resources Authority (NEWRA)”.
Government of India placed services of Mr. Kharya as Executive Director (Technical) with Pancheshwar Development Authority in Nepal, a bi-national entity between India and Nepal for implementation of Pancheshwar Multipurpose Project envisaging an installation of 5040 MW of hydropower generation and irrigation to about 0.37 MHa.
Presently, Mr. Kharya is Chief Engineer and Head of National Water Academy, Pune a ‘Centre of Excellence’ for Training and Capacity Building of Water Resources Professionals.
